executive summary

ES01            This is the 95th monthly Environmental Monitoring & Audit (EM&A) report presenting the monitoring results and inspection findings for the reporting period from 1 to 30 June 2021 (hereinafter ¡¥the Reporting Period¡¦).

Environmental Monitoring and Audit Activities

ES02            To facilitate the project management and implementation, Liantang/Heung Yuen Wai Boundary Control Point and Associated Works of the Project is divided to six CEDD contracts including Contract 2 (CV/2012/08), Contract 3 (CV/2012/09), Contract 4 (NE/2014/02), Contract 5 (CV/2013/03), Contract 6 (CV/2013/08) and Contract 7 (NE/2014/03) and an ArshSD contract (Contract SS C505).

ES03            In the Reporting Period, environmental monitoring activities under the EM&A programme in the Reporting Period are summarized in the following table.

Remark:

                          (*) Water sampling was unable to carry out at WM2B and WM2B-C in the Reporting Period due to shallow water. Besides, WM3-C was also unable to carry out in the Reporting Period due to shallow water.  (Water depth under 150mm). WM4, WM4-CA and WM4-CB were ceased after last monitoring carried out on 3 May 2021 according to Partial Termination Proposal for Contract 3 approved by EPD on 4 May 2021.

                          (#) Number of air monitoring location changed to 6 since the partial termination proposal approved by EPD on 9 Jul 2020 and 4 May 2021.

                          (~) Number of noise monitoring location changed to 5 since the partial termination proposal approved by EPD on 9 Jul 2020 and 4 May 2021.

 

ES04            As the major construction work under Contract 6 were substantially completed. In view of insignificant environmental impacts of the remaining outstanding construction works of Contracts 6, the revised ¡§proposal for termination of the Construction Phase Environmental Monitoring & Audit (EM&A) Programme for the remaining Contract 6 of the Project¡¨ which certified by ETL and verified by IEC, was submitted to Environmental Protection Department (EPD) on 5 February 2021. The revised termination proposal for Contract 6 has been certified by ETL and verified by IEC and submitted to RE on 14 July 2021 for further submission.

ES01            In the Reporting Period, no exceedance was recorded for construction noise, air quality and water quality monitoring. The summary of exceedance in the Reporting Period is shown below.

ES02            No environmental complaint was recorded in the Reporting Period.

Notification of Summons and Successful Prosecutions

ES03            No environmental summons and prosecutions were recorded in the Reporting Period. 

Reporting Change

ES04            No reporting change was recorded in the Reporting period.

Site Inspection

ES05            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 6 has been carried out by the RE, ET, IEC and the Contractor on 2, 11, 18, 24 and 30 June 2021.  No non-compliance was noted during the site inspection. 

Future Key Issues

ES06            As wet season is approaching, preventive measures for muddy water or other water pollutants from site surface flow to local stream such as Kong Yiu Channel, Ping Yuen River or public area should be properly maintained.  The Contractors should paid special attention on water quality mitigation measures and fully implement according ISEMM of the EM&A Manual.

ES07            In addition, all effluent discharge shall be ensure to fulfill Technical Memorandum of Effluent Discharged into Drainage and Sewerage Systems, inland and Coastal Waters criteria or discharge permits stipulation.

ES08            Construction noise would be a key environmental issue during construction work of the Project.  Noise mitigation measures such as using quiet plants should be implemented in accordance with the EM&A requirement.
