This is the 89th monthly Environmental Monitoring & Audit (EM&A) report
presenting the monitoring results and inspection findings for the reporting period from 1 to 31 December 2020 (hereinafter ‘the Reporting
Period’).

ES02
To facilitate the project management and
implementation, Liantang/Heung Yuen Wai Boundary Control Point and Associated Works of the
Project is divided to six CEDD
contracts including Contract 2 (CV/2012/08), Contract 3 (CV/2012/09), Contract 4 (NE/2014/02), Contract 5 (CV/2013/03), Contract
6 (CV/2013/08) and Contract 7 (NE/2014/03) and an ArshSD
contract (Contract SS C505).

Remark:
(*) Water
sampling was unable to carry
out at WM2B and WM2B-C in the Reporting Period due to shallow water. Besides,
WM3-C was also unable to carry out in the Reporting Period due to shallow
water. (Water depth under
150mm).

ES04
As the major construction work under Contract
3 and Contract 6 were substantially completed. In view of insignificant
environmental impacts of the remaining outstanding construction works of
Contracts 3 and 6, “proposal for termination of the Construction Phase
Environmental Monitoring & Audit (EM&A) Programme
for the remaining Contract 3 and Contract 6 of the Project” which certified by
ETL and verified by IEC, was submitted to Environmental Protection Department
(EPD) on 18 November 2020. EPD issued comments on 6 January 2021 and the
revised proposal is still underway by ET.
Action and Limit (A/L) Levels exceedance

In the Reporting Period, no exceedance was recorded for construction noise, air quality and water quality monitoring. The summary of
exceedance in the Reporting Period is shown below.

Site Inspection
ES09
In the Reporting Period, joint site
inspection to evaluate the site environmental performance at Contract
3 has been carried out by the RE, ET, IEC and the Contractor on 4, 9, 17, 23 and 30 December 2020. No non-compliance was noted during the site inspection.
ES10
In the Reporting Period, joint site
inspection to evaluate the site environmental performance at Contract
6 has been carried out by the RE, ET, IEC and the Contractor on 4, 9, 17, 22 and 30
December 2020. No non-compliance was noted during the site inspection.
Future Key Issues
ES11
During dry season and in consideration of
construction site under the Project are located adjacent to villages, the
Contractors should fully implement air quality mitigation measures to reduce
construction dust emission.
ES12
In addition, all
effluent discharge shall be ensure to fulfill Technical Memorandum of Effluent
Discharged into Drainage and Sewerage Systems, inland and Coastal Waters
criteria or discharge permits stipulation.
ES13
Construction noise would be a key
environmental issue during construction work of the Project. Noise mitigation measures such as using
quiet plants should be implemented in accordance with the EM&A requirement.
