6.2.2
During the water quality monitoring, all measured
results recorded at WM4 were compliance with the performance criteria.
6.2.3
For WM1, all measured results of turbidity
and suspended solids were recorded below the performance criteria. However, three (3) Limit Levels exceedance
of dissolved oxygen was recorded
on 21, 27 and 29 January 2015. NOE
was issued to relevant parties upon confirmation of the monitoring result. The investigation for
the cause of exceedance was completed and submitted to relevant parties. The investigation results are summarized
in below.
Investigation Result
for Exceedance at WM1 on 10, 27 and 31 December 2014 (last Reporting Period)
6.2.4
According to the
site information provided by the Contractor, Construction of Bridge J, Drainage
work and Formation work at BCP area were conducted on 10, 27 and 31 December
2014. The active construction works
under the Contract were not close to the WM1 and no direct water discharge was made
into the river near WM1.
6.2.5
On 10 December
2014, cloudy water was observed at WM1 and throughout the river course during
the course of monitoring. Moreover,
cloudy water discharged from a sedimentation tank into the river was observed
near WM1. During joint site inspection by the RE,
Contractor, IEC and ET on 23 December 2014, as confirmed by the Contractor, there were no
construction works conducted near WM1 and the concerned
sedimentation tank was not
belonged to the Contract.
6.2.6
On 27 December 2014, water sampling was carried out after rain,
the water quality in the river was deteriorated by high water flow rate and
cloudy water was observed at WM1 and throughout the river. Moreover, cloudy water discharged from a
sedimentation tank into the river was observed near WM1. On 31 December 2014, clear water discharge
from the sedimentation tank was observed near WM1 during the course of monitoring. However, it was found that the water
discharge hose was hanged at around 0.5m above ground and the discharge water
flushed the loose soil nearby the river course and then entered the existing
stream.
6.2.7
During
joint site inspection by the RE, Contractor, IEC and ET on 15 January 2015, it
was noted that concerned sedimentation tank was idled. As advised by the Contractor,
that sedimentation tank was
not belonged to the Contract but it will be removed off
site soon.
6.2.8
Based on the above
investigation, it was considered that the exceedances on 10, 27 and 31 December
2014 were due to other external sources and unlikely related to the works under
the Contract.
Investigation Result
for Exceedance at WM1 on 21, 27 and 29 January 2015
6.2.9
According to the
site information provided by the Contractor (SRJV), Construction of Bridge J,
Drainage work and Formation work at BCP area was conducted on 21, 27 and 31
January 2015. The active construction works under the Contract were not close
to the WM1.
6.2.10
During of the
course of water sampling, no water discharge in to the river course was
observed near WM1. According to the
photo records and field data sheet recorded by the ET, dead fish were observed
near WM1 on 21 January 2015 and algae were observed at upstream of WM1 on 27
and 29 January 2015.
6.2.11
During site
inspection on 22 and 29 January 2015, it was noted that a flow diversion at
downstream of WM1 was in place to facilitate further downstream construction
works by others. Very slow water
flow was observed via the diversion due to limited water flow during the dry
season.
6.2.12
As advised by the
SRJV, no organic pollution resulting in high BOD was caused by the works of
C5. However, algae were observed
growing in the water body and were considered together with the dead fishes as
the major factor resulting to low DO level.
6.2.13
In view of the
monitoring results on 27 and 29 January 2015, there was a trend of improving DO
level in water. No exceedances were
recorded during monitoring on 2 and 4 February 2015.
7.1.1
Waste management was carried out by an
on-site Environmental Officer or an Environmental Supervisor from time to time.
7.2.1
All types of waste arising from the
construction work are classified into the following:

10.3.2
For other Contracts, no environmental issue
is considered as these contracts have yet to commence.
11.1.1
This is 18th
monthly EM&A report presenting the monitoring results and inspection
findings for the Reporting Period from 1 to 31 January 2015.
11.1.2
For air quality monitoring, there were a
total of six (6) Action Level exceedances of 1-hour TSP and one (1) Action
Level exceedance of 24-hour TSP recorded. NOE was issued to relevant parties
upon confirmation of the monitoring result. Investigation report cause of exceedance
is being conducted by the ET.
11.1.3
No noise complaint (which is an Action Level
exceedance) was received and no construction noise measurement results that
exceeded the Limit Level were recorded in the Reporting Period. No NOEs or the associated corrective actions were therefore
issued.
11.1.4
For water quality monitoring, no exceedance
was triggered in WM4. For location
WM1, a total three (3) Limit Level exceedances in DO were recorded. Investigation report cause of exceedance
has been conducted by the ET which concluded that the exceedances were not
project related.
11.1.5
No notification of summons or successful
prosecution under the EM&A Programme of the Project was received in the
reporting period for Contract 2, 3 and 5.
11.1.6
In this Reporting Period, three (3)
documented environmental complaints was received and lodged for Contracts 2
regarding to dust and soil/muddy water impact. Follow up actions have been undertaken
by the Contractor to resolve the complaints and deficiencies in due time.
Investigation reports for the complaint had completed and concluded that all
the complaints were not related to the Contract and they have been submitted to
all relevant parties.
11.1.7
During the Reporting Period, five (5), four (4)
and four (4) events of joint site inspection by the RE, IEC, ET and
Main-contractor were carried out for Contracts 2, 3 and 5 respectively in
accordance with the EM&A Manual stipulation. No non-compliance observed during the
site inspection.
